An additional two individuals have been arrested in connection with a robbery at London's Heathrow Airport where 21 people sustained injuries by a substance believed to be pepper spray, according to police.

A 24-year-old man, was arrested in Lambeth on suspicion of robbery and assault and a 23-year-old woman was arrested for suspected conspiring to commit a robbery. Both individuals remain in custody, authorities confirmed.

The arrests follow an investigation into an attack at the multi-level parking garage at Heathrow's Terminal 3 on Sunday. Prior to the incident, a pair of female travelers had stolen from them their suitcases after getting out of a car park lift.

A toddler aged three was one of the injured during the incident. Five people were taken to the hospital for treatment and have since been discharged.

Police arrested a 31-year-old man for suspected robbery and assault close to the scene. He was subsequently released under investigation while inquiries continue.

Authorities were called at about 08:10 GMT following reports of a number of individuals injured by a noxious substance thought to be pepper spray.

The assault - an event that police said was a standalone incident and not being treated as terrorism - caused delays to rail services and the partial closure of the Central Terminal Area tunnel and the Terminal 3 car park briefly.
